2. tā zuótiān qù péngyǒu jiā wán le.
B. How about the question? which one is correct?
(Did he go to friend's house to play yesterday?)
1. tā zuótiān qù péngyǒu jiā wán ma?.
2. tā zuótiān qù péngyǒu jiā wán le ma?

Both of your two questions should choose 2 as a correct answer.
For the 1st question, sentence 1 is not a complete sentence itself but rather a general background which should be followed by some specific event(s).
e.g.
tā zuótiān qù péngyou jiā wán ,hē le hěnduō jiǔ 。
That is to say, without "le" at the end, this sentence can not be used independantly. "le" grammatically indicates the completion of yesterday's event as a whole.
so is the question 2, "le" is a must for the completeness of the sentences you showed.
