多云 can be both sunny and cloudy.
多云 is sometimes dark and sometimes bright even warm. There are just a lot of clouds in the sky.
阴天 can be cloudy but can not be sunny. You may feel cold in 阴天
阴天 is always dark and seems that it would be raining.
